123. In the exercise of the powers conferred on them by this act, the Minister and the Deputy Minister may personally or through any investigator designated by them, inquire into any matter within their competence. For such purpose, they and the investigator designated by them shall have the powers and immunities of commissioners appointed under the Act respecting public inquiry commissions (chapter C-37). When such inquiries are made by investigators other than the Minister or the Deputy Minister, section 2 of the said act applies.
