113. When someone refuses or neglects to do something he has been ordered to do under this Act, the Minister may have the thing done at the expense of the offender and recover the cost from him with interest and costs in the same manner as for any debt due to the Government.
Every amount due to the Government under the first paragraph constitutes a claim carrying a privilege upon the movable and immovable property of the offender, which ranks immediately after law costs.
