74. As soon as he receives a copy of the motion, the Minister shall transmit a copy to every person who has presented to him observations in writing concerning the contested decision.
Where more than one municipality, including a metropolitan community, or more than 25 persons have presented observations in writing to him, the Minister, instead of transmitting a copy of the motion to them, may cause a notice to be published in a daily newspaper distributed in the region concerned by the contested decision.
