In any proceedings instituted for a contravention under this division or a regulation, the judge may accept in place of the testimony of a person authorized to act as inspector who has ascertained the offence, a report made over his signature in accordance with a model approved by the Government. However, an accused may require the attendance of such a person at the hearing but the judge, if he finds the accused guilty, may condemn him to and fix the amount of additional costs if he believes that the mere filing of the report would have been sufficient.
