33. To receive the approval of the Minister of Natural Resources in accordance with article 2174b or 2175 of the Civil Code of Lower Canada, the plan and book of reference of a lot situated in a designated agricultural region must be accompanied with a certificate of authorization of the commission or a declaration of the applicant stating that the subdivision contemplated in the plan and book of reference does not require the authorization of the commission.
Where an applicant files a declaration with the filing of his plan and book of reference, he must also furnish proof that a copy of that declaration has been transmitted to the commission.
