21.1. Any interested person may bring an appeal from a final decision of the appeal tribunal before three judges of the Court of Québec on any question of law or jurisdiction.
No appeal shall be brought except with leave of a judge of the Court of Québec. The judge shall grant leave to appeal if he is of the opinion that the question should be examined in appeal.
