21.0.9. The appeal shall bear, in whole or in part, on the object of the initial application but cannot claim more than what had been applied for.
In appeal, proof may bear only on a fact having occurred prior to the decision or order appealed from, whether or not such fact has already been submitted as evidence.
The appeal from a decision suspends, by operation of law, any new application to obtain the same conclusions, until a decision is rendered on the appeal.
Subject to section 21.1, the decision of the appeal tribunal is final.
