3. This Act does not apply
(1)  to a public body within the meaning of the Act respecting Access to documents held by public bodies and the Protection of personal information (chapter A-2.1);
(2)  to information held on behalf of a public body by a person other than a public body;
(3)  to health and social services information within the meaning of the Act respecting health and social services information (chapter R-22.1) held by a health and social services body within the meaning of that Act or by a person other than such a body, on its behalf.

3. This Act does not apply
