9. Every person who contravenes any provision of this Act or of the regulations thereunder shall be liable to a fine not exceeding $20.

9. Every person infringing the provisions of this act or of the regulations enacted under the authority thereof shall be liable, on summary proceeding, in addition to the costs and the payment of the sums for which he is accountable, to a fine not exceeding $20 for each offence and, upon failure to pay the fine, costs and sums for which he is accountable, to an imprisonment not exceeding three months.
