11. The Commission may sit simultaneously in several divisions composed of at least two members appointed by the president.
When there is a disagreement among the members of the commission, and their opinions are equally divided on any matter, it shall be referred to the president who shall decide it.
Except where the Commission sits for the purposes of an inquiry, not fewer than four members, including the president, constitute a quorum.
