18. The clerk or clerk-treasurer of the municipality shall transmit a certified copy of the resolution authorizing the presentation of the application for a change of name to the Minister of Municipal Affairs, Regions and Land Occupancy together with the opinion of the Commission de toponymie or the certificate of the clerk or clerk-treasurer attesting the failure of the Commission to transmit its opinion.
