7. When the manager ceases to perform his duties or becomes unable to act by reason of absence or illness, he may be replaced until another manager is appointed under section 6, or until the manager resumes his duties, as the case may be, by a person appointed temporarily as assistant manager for such purpose by the Government which shall, if necessary, fix the salary, additional salary, fees and allowances of such assistant.
The manager and the assistant manager may be functionaries.
