12. For the purposes of this Act and of the regulations, an upholstered or stuffed article, other than an article which is intended to be renovated and which is labelled in accordance with section 6, shall be presumed, as long as it is in the possession of a manufacturer, an artisan, a wholesaler or a retailer, to be offered for sale by such manufacturer, artisan, wholesaler or retailer.

12.
