23. Proceedings taken under sections 21 and 22 shall be instituted by the Attorney General or a person generally or specially authorized by him for that purpose.

23. Proceedings taken under sections 21 and 22 shall be instituted by the Attorney General or a person generally or specially authorized by him for that purpose, under the Summary Convictions Act (chapter P-15).
Part II of that act applies to such proceedings.
