13. The Minister may himself investigate, or authorize any competent person in writing to investigate in his stead, the conduct of any employee under his control or any matter connected with the administration or management of his department.
The Minister or the person delegated by him shall have, in such case and for the purposes of such investigation, all the powers mentioned in sections 9, 10 and 11 of the Act respecting public inquiry commissions (chapter C-37), except the power to order imprisonment.
