3. The functions, powers and duties of the Minister shall be:(a) to promote harmonious labour relations between employers and employees;
(b) to cause to be carried out such studies and research as he deems useful or necessary regarding labour relations between employers and employees, the state of the labour market and the positions available there, and also the effects of technological progress on the labour market and conditions of employment;
(c) to take, in collaboration with the other ministers responsible, such measures as he deems appropriate to facilitate the vocational training, placing in employment, reclassification, retraining, rehabilitation, change of employment and mobility of manpower;
(d) to compile, analyse and publish available information respecting wages and other conditions of employment, strikes and lock-outs, collective labour agreements and decrees, employment, safety in public buildings and various other sectors of the field of labour, and the activities of the branches of his department and of the bodies under its jurisdiction;
(e) to devise, and propose to the Government, policies respecting social aid and social allowances that will ensure a proper quality of life and standard of living for each individual and each family;
(f) to promote the development and implementation of programs and services to ensure income security for individuals and families;
(g) to encourage the participation of individuals and groups in the search for means of fulfilling their needs regarding income security.
