11. The Minister, in addition to the powers conferred upon him under each law which he is charged with carrying out, may require from any person or association any information respecting the economic effects of any order or decree, or respecting the labour market. He may also authorize in writing any officer of his department who has taken the oath contemplated in schedule B to the Civil Service Act (chapter F-3) to make such investigations for him.
No answer to any request for information made under this act shall be published without the previous written consent of the person concerned and, except for the purposes of proceedings for an offence under this act or under any other act which the Minister is charged with carrying out, no person other than the Minister, or an officer or employee of the department who has taken the said oath, shall have access thereto.
No publication of the department shall contain any information relating to a particular person or association except with his or its written consent; all information supplied shall be set out so that it cannot be connected with any particular person or association.
The two preceding paragraphs shall not apply to information or publications relating to a public body.
