32. The Minister and the Commission shall draw up, annually, a workforce training and employment plan of action complementing the performance and accountability agreement for Emploi-Québec, which plan shall be submitted to the Government for approval. The plan shall determine the results targets established for the short and medium terms, the means by which they are to be achieved, and the parameters for the allocation of the Emploi-Québec budget.
