264. To facilitate the exploration and operation of mines, the Minister of Transport, with the approval of the Government, may open, build, improve and maintain, in such manner as it deems suitable, partly or wholly at the cost of Québec, roads, bridges or other public works deemed necessary:(a) on any lands in the public domain, including those held under timber-cutting licence or under claim, development licence, exploration licence, operating lease, exploration permit, exploration licence for underground reservoirs, storage lease, disposal licence, mining lease or mining concession, without having to pay any indemnity;
(b) on any other land, whoever may be the owners or occupants, after previous acquisition by agreement or expropriation.
