51. A person who contravenes the provisions of section 22, 23 or 26, the provisions of the first or third paragraph of section 24, the provisions of the third paragraph of section 28 or the provisions of a regulation made under section 22, 25, 25.1 or 28 the violation of which constitutes an offence is liable to a fine of $5,000 to $500,000 and, for a subsequent offence, to a fine of $10,000 to $1,000,000.

51.
