8. (Replaced).
8. If the president of the Board is unable to act by reason of absence or illness, he shall be replaced by the vice-president; if another member of the Board is unable to act by reason of absence or illness, he may be replaced by a person appointed to perform his duties while he is unable to act; such person shall be appointed by the Gouvernement who shall fix his fees, allowances, salary or additional salary.
