The Board shall issue the permit if the applicant fulfils or, where such is the case, if the applicant and the corporation, partnership or association for whose benefit he acts fulfil the conditions prescribed by the regulations, and may suspend or cancel the permit of any person refusing or neglecting to comply with the requirements of this act or of the regulations.
Before cancelling or suspending a permit, the Board must give the holder thereof an opportunity to be heard. It must also give notice in writing of its decision, stating the reasons on which it is based, to the person whose permit it suspends or cancels.
