26. On receiving an application for the issue of a permit, the Board shall cause to be published once in a French-language newspaper and once in an English-language newspaper, published at the place where the establishment which the permit concerns is located or, if there is none, at the nearest place where there is one, a written notice of the application received by it. Such notice shall identify the applicant, state the nature of his application and indicate the site of the establishment where the permit is to be used.
By such notice the Board shall call upon any person who so desires to raise, in its office, and within fifteen days from the publication of the notice, any objections he may have to the issue of the permit.
