22. (Replaced).

22. Notwithstanding any inconsistent provision of a general law or special act, no person shall conduct or manage a race unless he holds a permit for such purpose.
Furthermore an owner wishing to enter a horse in a race or take it to a race-track or training farm must hold a permit issued by the Board.
