In order to ascertain the validity of a ballot-paper, the judge may satisfy himself by any means he may think fit whether such ballot-paper was supplied by the deputy returning-officer of the poll where it was cast, whether such deputy returning-officer was entitled to act in the said poll, whether the initials on the back of the ballot-paper are those of the deputy returning-officer entitled to act in the said poll.
