316. Any person refusing or neglecting to attend on the summons of a returning-officer issued under section 313 or 314 shall be guilty of an offence and liable to a fine of two hundred dollars or to imprisonment for not more than two years and, on failure to pay the fine, to imprisonment for one to three months.
