(1) The returning-officer must at the same time furnish each deputy returning-officer, in an envelope closed and sealed under his signature, with a sufficient number of ballot-papers to supply the voters on the list of the polling-subdivision, a certificate of the number of such ballot-papers, and black lead pencils for voting.
(2) No more than one book of twenty-five ballot-papers, over and above the number of ballot-papers corresponding to the total number of electors entered on the list, shall be furnished.
(3) The books must not on any pretext be divided.
