Every person who carries on or keeps a public laundry without having a license therefore in force, shall be guilty of an offence under this division, and shall be liable, in addition to the payment of the license duty and the costs, to a fine of not less than thirty dollars nor more than two hundred dollars, for each offence, and, failing payment, to imprisonment for two months.
