64. The Gouvernement may:

(1)  Determine the conditions upon which bets, wagers or pools may be received, recorded, or sold under the system known as the parimutuel system, whenever, at a horse-race meeting, such races consist of trotting or pacing races;

(2)  Require and regulate the use of apparatus to automatically determine the total amount of the bets under the parimutuel system and the number of persons attending a race meeting.
