60. Every person who operates a race track or holds a race meeting without a license to that effect shall be guilty of an offence and liable, in addition to the payment of the costs, to a fine equal to twice the amount of the license duty, for each day during which such race track is operated or such meeting held, and, on failure to pay such fine and costs, to imprisonment for not more than three months.
