40. No person shall operate a race track or race meeting, in Québec, unless a license to that effect has been issued to him by the Minister of Revenue, upon paymant to the latter, in advance, for the whole meeting, of the following duties:

(a)  In the city of Montréal or within a radius of thirty miles of the said city, ten dollars for each day of such race meeting;

(b)  In the city of Québec or within a radius of five miles of the said city, eight dollars for each day of such race meeting.

(a)  In the city of Montréal or within a radius of thirty miles of the said city, ten dollars for each day of such race meeting;

(b)  In the city of Québec or within a radius of five miles of the said city, eight dollars for each day of such race meeting.
