82. (1)  A committee composed of the director general of elections, the president of the Commission de la fonction publique du Québec and the secretary of the Conseil du trésor is constituted for the purposes of this section.

(2)  After obtaining the advice of the committee contemplated in subsection 1, the commissioners contemplated in section 41 shall establish, by regulation, the scales, terms and conditions concerning the payment to the members of the National Assembly:

(a)  of transportation allowances and travel expenses;

(b)  of expenses for the lease of premises in the electoral division of the member to receive his electors;

(c)  of the salary of a secretary in the electoral division;

(d)  of expenses for lodgings, in the City of Québec or in the immediate vicinity, of any member other than the Prime Minister and the President of the National Assembly, having his principal residence outside the City of Québec or an electoral division adjacent to such city;

(e)  of an attendance allowance to the members of a select committee of the National Assembly when such committee holds a sitting without the Assembly holding one during the same week;

(f)  of communication expenses.

(3)  Once fixed, the scales, terms and conditions contemplated in subsection 2 shall not be amended unless the commissioners contemplated in section 41 have made regulations for such purpose after obtaining the advice of the committee contemplated in subsection 1.

(e)  of an attendance allowance to the members of a select committee of the Assemblée nationale when such committee holds a sitting without the Assemblée holding one during the same week;

(f)  of communication expenses.
