58. No person accepting or holding any permanent office, commission or employment under the Government of any of the Provinces of Canada, other than Québec, to which an annual salary, or any fee, allowance, emolument or profit of any kind, in lieu of an annual salary, coming from any of such Provinces, is attached, or in receipt of a pension from the Government of any such Province, shall be eligible as a member of the National Assembly or may sit or vote as such, while holding such office, commission or employment, or receiving such pension.
