42. The staff of the National Assembly shall continue to be governed by the acts, regulations and rules applicable to it, but the commissioners contemplated in section 41 may derogate therefrom with the approval of the Committee on the National Assembly provided that such derogation specifically indicates the provisions derogated from, the manner of derogation and the provisions to apply in their place and stead; such provisions shall then have effect notwithstanding any inconsistent provision otherwise applicable.

The President of the National Assembly shall communicate any provision adopted under the preceding paragraph to the Assembly not later than the fifteenth day on which the Assembly sits after approval of such provision.

The commissioners contemplated in section 41 shall establish the rules governing the contingent and other expenses of the National Assembly.
