40. Appointment to the office of parliamentary assistant, acceptance and performance of the duties thereof, and the payment of the aforesaid salary and allowance shall not render a parliamentary assistant ineligible as a member of the National Assembly or disqualify him to sit or to vote as such, any legislative provision to the contrary notwithstanding.
