As provided by the British North America Act, 1867, the National Assembly shall not adopt or pass any vote, resolution, address or bill for the appropriation of any money forming part of the consolidated revenue fund, or for the appropriation of any tax or impost, to any purpose which has not been first recommended by message of the Lieutenant-Governor during the session in which such vote, resolution, address or bill is proposed.
