28. (Repealed).

28. If, when such vacancy occurs, or if, afterwards, when the warrant has to be issued, there is no President or Vice-President, or if they are absent or unable to act, two members under their hands may address a warrant to the director general of elections, enjoining him to issue a writ for the election of a member to fill such vacancy; and a writ shall be issued accordingly.
