12. The Bureau may, in the course of its duties,(a) decide as to any court action or defence proceedings to be taken by and in the name of the Order, or with its authorization;
(b) generally represent the Order for all legitimate purposes;
(c) conduct, either directly or through committees or officers specially designated for such purpose, any investigation or study deemed useful on any matter of concern to the profession;
(d) establish scholarships, prizes and medals.
