17. Each section shall elect, in accordance with its by-laws, one delegate per 75 members of the Order who are enrolled in the section.

17. Each section shall elect, in accordance with its by-laws, one delegate per seventy-five members of the Order whose main residence was within the territory of the section on the preceding December 31.
