11. An insurer authorized to transact such insurance business in Québec may also issue a liability insurance certificate to a person who does not reside in Québec, if the policy issued outside Québec meets the requirements of section 14.
An insurer not authorized to transact such insurance business in Québec may be authorized by the director to issue such certificate to such person, if he authorizes the director to receive service of any action taken by reason of an automobile accident that occurred in Québec.
In both cases, the insurer must also file with the director a written undertaking to satisfy any judgment as if the insurance policy and certificate had been issued in Québec against any damage contemplated in section 3 and sustained by a person other than those contemplated in paragraphs b to e of section 36.
The director shall cancel the authorization of any insurer who does not carry out his undertakings and thereupon his certificates shall be invalid.
