36. Before cancelling or suspending a certificate, the Inspector General shall notify the holder in writing as prescribed by section 5 of the Act respecting administrative justice (chapter J-3) and allow the holder at least 10 days to present observations. The Inspector General shall also transmit his decision to the holder with the reasons therefor.

36. Before cancelling or suspending a certificate, the Inspector General shall give the holder an opportunity to be heard and transmit his decision to him with the reasons therefor.
