439. Sections 339, 339.1 and 339.3 to 339.6 apply to a regional board.

439. Every regional board must prepare and submit its operating, investment and debt service budget for each school year to the Minister not later than the date prescribed by him. Such budget must balance revenue and expenditures and shall have no effect until approved by the Minister.
In case of urgency or necessity, the Minister may specially authorize a regional board to incur any expenditures not approved under this section.
