311. If the pledge is by insurance policy, the secretary-treasurer shall forthwith transmit to the Minister of Education, Recreation and Sports the insurance policy and also a copy of a resolution of the school board accepting such policy as security. The amount, number and date of the policy shall be stated in such resolution and the latter must be preceded by the heading of the minutes of the meeting.
