234. School commissioners and trustees shall not exact a monthly or other fee for children who are under their jurisdiction or whom they are compelled to admit to their schools under section 34.
They shall not exact any fee for the children they admit to their schools under any agreement with another school board.
They may, however, exact a monthly fee for any child not under their jurisdiction who attends their schools when no agreement to such effect has been made with the school commissioners or trustees of the municipality where the child is domiciled. Such monthly fee shall be payable by the father, mother, tutor or guardian of the child.
