147. Commissioners and trustees going out of office shall be replaced by election, and, in default of an election by the Government upon the recommendation of the Minister.
The Government may nevertheless, instead of appointing such commissioners or trustees, order an election and fix the dates for nomination day and polling day.
In case of failure on the part of the interested parties to hold, in proper time, any election ordered by the Government, the school commissioners or trustees shall be appointed by the Government, upon the recommendation of the Minister.
