138. Immediately after the close of the poll, the returning officer or deputy returning officer, in the presence of the persons mentioned in section 127, shall count the ballots and add up the votes given in favour of each of the candidates.
When there are several polling stations the returning officer, in the presence of the persons mentioned in section 127, shall add up the votes according to the report of each deputy returning officer.
When several candidates have obtained the same number of votes and another vote would entitle them to be proclaimed elected, the returning officer shall forthwith vote for one of them.
He shall then proclaim elected the candidates who have obtained the greatest number of votes.
The returning officer shall only have the right to vote in the case above provided for.
