106. (Repealed).
106. Any returning officer, election clerk or secretary-treasurer who refuses or neglects to discharge any obligation incumbent upon him under this Act shall be liable, on summary proceeding, in addition to the costs, for each such refusal or neglect, to a fine of not more than $200.
