63. The decisions of the governing board are made by a majority vote of the members present and entitled to vote.
If votes are equally divided, the chair has a casting vote.

63. The members of the orientation committee shall take office upon the election or appointment of all the members or not later than 15 October, whichever occurs first.
Their term of office is one year.
