78. The governing board shall advise the school service centre concerning

(1)  any matter the school service centre is required to submit to the governing board;

(2)  any matter likely to facilitate the operation of the school;

(3)  any matter likely to improve the organization of the services provided by the school service centre.

If the school service centre does not follow up on an advisory opinion of the governing board which requires follow-up, the school service centre must give reasons to the board.

78. The governing board shall advise the school board concerning

(1)  any matter the school board is required to submit to the governing board;

(2)  any matter likely to facilitate the operation of the school;

(3)  any matter likely to improve the organization of the services provided by the school board.

78. The orientation committee also has the following functions:

(1)  to promote communication and coordination between the persons having an interest in the school;

(2)  to adopt, with or without amendments, after consultation with the school committee, rules of conduct and safety rules proposed by the principal;

(3)  to approve, after consultation with the school committee, the program proposed by the principal for educational activities which entail changes in the students’ regular schedule, or which cause them to travel to places outside the school.

The rules of conduct and the safety rules referred to in subparagraph 2 of the first paragraph may provide for the applicable disciplinary sanctions, other than expulsion from school or corporal punishment; the rules are subject to the approval of the council of commissioners and shall be transmitted to each student of the school and to his parents.
