22. Penal proceedings may be instituted by the local municipality in whose territory the offence has been committed.

22. Penal proceedings may be instituted by the municipal corporation of the locality in which the offence has been committed.

22. The suit may be brought:
(1)  By the Attorney General;
(2)  By the municipal council of the locality; or
(3)  By the fabrique of the parish or mission.
The fine shall, in all cases, belong to the Crown.
